Sydney is the sailboat instructor at Camp Hunt. He and his brother have also recently purchased their own boat. While taking the boat for a drive, however, Sydney is pulled over and boarded by the evil harbormaster. The harbormaster claims that the boat isn’t registered, despite the fact that the boat clearly displays a current registration sticker. When he gets towed back to shore and calls the police, the police come out to check on his confiscated boat. When they get there, however, the boat has disappeared and the harbormaster claims that Sydney had said the boat was lost. When Sydney discovers the harbormasters secret cavern of stolen boats, he steals back his boat. When he does so, however, he runs into a girl on the water who is being attacked by the harbormaster’s henchmen. They manage to escape, but are later hunted down at the playhouse by the henchmen. Sydney escapes, but Mandy is kidnapped by the harbormaster. Why is the harbormaster stealing boats? What does he want with Sydney’s watercraft? Can Sydney save Mandy?
